i would say: add this request on the wiki page for request 
(http://openclipart.org/cgi-bin/wiki.pl?ClipartRequests) with all needed 
details and post a short message in the news linking to the full message 
in wiki?

and being there: how about publishing a RSS feed for news, in order to 
allow syndication? probably for this we will need a system for 
publishing news, to not have to edit RSS manually.
