I know that it's a very long was from ideal, but a temporary solution for 
both of these might be to add links to google translation of the site, 
e.g. adding some links like this in a suitably positioned panel:

Possibly using little flag 30 pixel wide flag images to keep the size 
small.  We could use this at least until we can get some nice bi-lingual 
persons to do a proper translations.  Probably best to avoid Chinese, 
Japanese and Korean for now - these translations don't make a bit of 
sense with the current technology.

This is more important IMO for two reasons: 

i) Keyword lists are much harder for machine translation tools to work 
with natural language - they do not provide the same contextual 
translation fodder as natural language, making machine translation a lot 
less accurate.

ii) I don't know how we could get google translations to work with an 
internal search facility.
