[Clipart] Why is there no bittorrent tracker?

I think it's just that no one has learned how to set it up.
Maybe if someone skilled in bittorrents steps up to the plate, we can
gain this capability.  Several others have asked about it so I think
there's certainly strong interest.

(Thankfully, our service provider freedesktop.org has a fairly decent
amount of bandwidth, so it hasn't been an issue yet.)
