[Clipart] New Makefile and clipart_package cvs module!

Hello Everyone,

I made good on what I said about creating a Makefile for our package
release. Jonadab, and others, this should help out immensely with
releases.

I still need to add the different directives for RPM, SRPM, svgonly, and
tools, but this is a start.

If you would like to help me, checkout the new module: clipart_package
and check out the release procedure in the wiki and see what can be
added to the Makefile.

This has the Makefile and basic infrastructure for the package. Jonadab,
please check this out because I think I might have made some of the
release process unnecessary. Also, don't forget to update the ChangeLog
when editing in this module.

Also, please file any bugs and feature request through the bug tracker.

The clip art is not in this module, but must be moved over to the
clipart folder inside that checked out module. All packages(zip,
tarball) are generated into the packages folder. Also, make install
works great now.

Should we add a man file for the install? Also, we need to come up with
a way to add to the AUTHORS list on each release...I think important to
highlight all the contributors :)
