[Clipart] character coding

we still have the old problem with the character coding on non-English 
metadata.

for example, the recently submitted 
http://openclipart.org/incoming/melon_gon_ri_le_bouder_01.svg
is saved as ISO-8859-15 but contains
<?xml version="1.0" encoding="UTF-8" standalone="no"?>
the problem is triggered by the fact that this file contain non-English 
characters in metadata (author name)

as undesired consequence, Inkscape is unable to open the file.

i remember we talked several months ago about this problem and IIRC is 
generated by the upload tool.
