[Clipart] A couple of issues

A couple of things:
	a) lists.freedesktop.org is now preferred over freedesktop.org
	   for lists.
	b) I set the permissions on incoming to be the same as
	   incoming-0.09 a few hours ago; Jonadab's hunch about ACLs was
	   correct.
	c) I'm sure there was something else, but I've forgotten now.
