At release time, we work from the previous release tarball and add any
new images.  (It's slightly more complicated than that, but that's the
basic jist of the process.)  Any images that you change (even if you
change just the metadata) will need to be merged in at that time.
Resubmitting them is one way to make this happen, but if there are
very many, like if you add/change metadata on most of the flags, it
might be easier to work out some other arrangement -- e.g., tar up
just the flags after you've made your changes and have us drop them
into the working release tree before adding the new clipart.

One of the things we should probably do is add keywords to the flags
indicating things like what continent they are from and what specific
country.
