[Clipart] add this to your .bash_profile on fdo

Hello everyone,

There have been many issues with file ownership on fd.o. I'm
recommending that everyone adds this to their ~/.bash_profile

umask 002

NOTE: As you might know, umask cannot set the executable bit of file
permissions, but that will give file creation for your user account as
664. If you need to make something executable, just 774 or 775 it.

I also added this to the wiki.
