The key thing is to be consistent, but if I had to choose, I'd say
lowercase is preferred, because most of the filenames already in the
collection are that way.

This still leaves the issue of how to best detect and deal with
duplicates in the general case.  The current system more-or-less
considers two files to be identical if their filenames are identical,
which is obviously a wee bit suboptimal and does not deal with
versions as well as may be.
