[Clipart] the 0.13

Should we even put the 0.13 release up on the site? I think we should
comment it out and keep the files there. We don't want a broken package
available right? Or, are we keeping it for ref. for developers, as I
think maybe there is a better way to do this than making it public.

What do you all think?
