[Clipart] New Win32 Installer

Hello,

I built a win32 installer for us, that is now available on the downloads
page. I learned how to use NSIS today for a contract gig, and it took me
like 30 minutes to build a cool way to distribute bulk packages for our
windows users.

I posted the scripts, howto, and README in the tools folder in the
website CVS. You can check it out, or download the scripts from the web
I believe. I also added a note about it to the Tools wiki page.

Please post feedback, bugs and RFE's to the new bug tracker.
