[Clipart] SVG::Metadata 0.25 release

Version 0.25 of SVG::Metadata has just been uploaded to CPAN and should
be available within a few hours.

All work for this release was done by Jonadab and include the following
changes:

    * Adds a retain_xml option to keep the SVG in the object
    * Adds direct svg namespace support
    * Keep comments, pi, and original prefix
    * Improves handling of elements that contain urls or agents
    * Implements support for license_date, language, date, 
    * Implements about_url
    * Adds function to_svg() which returns the SVG with the updated
      metadata embedded.
