[Clipart] Can I submit only PNG images?

At this time, we do not maintain a repository for bitmapped graphics,
only scalable ones in vector formats. Other vector formats, such as
wmf or eps, can potentially be converted to svg, but bitmapped images
do not contain the necessary information, because they are just 2D
arrays of pixels, with no information about the objects that make
up the picture.
There are some icon repositories, maintained for instance by the
developer communities associated with the major desktop environments,
but I believe most of these use rather more restrictive licenses,
such as the GPL.
There are other repositories that do handle bitmapped graphics, but
most of the ones I know about are intended for larger graphics, such
as photographs. If there is a repository that receives public-domain
small bitmapped images, we probably should try to work out an affiliate
relationship with them, but at this time I am not aware of one.
Does anyone else on the list know of one?
