Since uninstalling and reinstalling didn't work the next thing to do is to
make sure you also clear out old settings files by moving or removing the
.inkscape folder and preferences.xml file. (You should use the windows
search tool to find preferences.xml but it is probably somewhere under
"Documents and Settings/username/Application Data/".)
Although it could be something else entirely...
