Sure, I've done that already:

Here's an interactive version that's a bit closer to what I was
talking about (click the hands to advance the time):

But this is limited to viewers that support scripting, and
doesn't work all that well even then (e.g., if you render from
the command line there is no interactivity, and so no chance
of changing the time).  I'm really looking for the ability to
generate a static SVG of the desired image.
