[Clipart] [Open Clipart Art Library] New User Registration

I think we should not have the new user registrations posted here to
this list, for two reasons:

  a.  For most people, these are not interesting messages and just add
      to the general clutter of our inboxes.
  b.  Because they contain people's email addresses, then they are going
      to appear in the list archives and may be harvestable by spambots.

Perhaps an admin-only list could be set up (clipart-tracker@?) where
these kinds of messages can be sent?  This way people who wish to follow
this can do so, and those who don't won't have to see them.  Then as
long as we take care to not set up archives of the list, both a and b
will be satisfied.  :-)
