Actually the problem would be with the perl cgi script upload_svg.cgi,
possibly in the process_upload() routine.  Most likely it's hitting some
sort of error condition (e.g. incomplete or invalid metadata), but not
reporting that back to the user.  I bet the script simply needs an else
clause to handle that error situation cleanly.

It would be great if someone could familiarize themselves with this
script, and take charge of keeping it maintained from now until the
switchoever to ccHost.  It's likely users will run across other little
issues like this.  Jonadab developed it originally and had been
maintaining it, but I suspect that like Jon and I, he's gotten very tied
up with other matters, so it'd be great to invite a new team member on
this.
