[Clipart] System Tags on per default?

Heya, I fixed this! Now they are off by default. Cheers!

Also, as an admin we can do some sorting through our database and make
some tags be aliases for others. We have so many tags in our system.
Would it be worthwhile to sort out some of our tags and find where we
can make some aliases

For example, some people have added the tag activities and others use
activity.

We can set it up via the admin interface so that all tags activities
become activity.

If anyone is interested in this purifying, it would be a good task to
look at the tags and identify which tags are similar, should be
combined, etc and provide a list to one of the admins (me, ryanlerch,
etc) and we can add these and run the aliases across the whole
collection to clean up tags.

What do you all think?
