[Clipart] Generate txt files for 0.19 release

I know we have talked about this jon, but im just throwing it out there
again? 

How cool would being able to generate your own packages through cchost be?
Think of making a package with all the clipart that have been tagged
"animal" and have a rating of > 3.5

They could also use something like this in ccmixter I imagine - like making
a random chunk of mp3 remixes that you can download at once and put on your
portable player...
