Just my two cents, really, but the way I see it, they have no claims
over the work.  They can charge for services like offering hi-res
versions of the pics, but it's like a museum asking for entrance fees.
 Anyone can vectorize those images and put the resulting art, which
would be a separate work, under the Public Domain.

So yes, ancient illustrations on books may be vectorized and put on
PD, and there's no court, IMO, who may rule against the person who did
it.
