[Clipart] admin formatting

Ryan and others, the admin text formatting has a bug in that it screws
with the captcha so that you have to enter the security key twice.

I'm actually wondering now if we should just remove the crappy fake
captcha...hmmm...what do you all think?

I turned off the admin text formatting for the time being because of
this bug...what do you think?
