[Clipart] PNG Uploads

i usually, remove the "clip_art" tag and put on a "request" tag (in
the system tags) so it comes up in the requests area...

I also try to leave a review so the uploader knows why this has happened.

we really need to rescrtict the uploads to SVG (for the first file),
cos this this happenign more and more...
