[Clipart] new user friendly

As a librarian sending out comments to new users on things to fix, I  
have many of them tell me how hard it is to find guidelines for  
submissions.  Both the overall guidelines and some nuts and bolts  
practical things like converting text to paths.  I reviewed http:// 
openclipart.org/wiki/Guidelines#File_Guidelines and found it quite  
out of date.  So I cleaned it up and made it reflect the current  
state of things.  It was left-over from the old site I'm sure as it  
still said you could upload tarballs, WMF and PDF files.

What I cannot seem to do and need some guidance on is how to add a  
link to the guidelines on the submit page http://openclipart.org/ 
media/submit.  Having a link at the top of the submit page to the  
guidelines seems pretty useful for new submitters and will save work  
for the librarians - http://openclipart.org/wiki/ 
Guidelines#File_Guidelines


The other thing I mentioned earlier and got no response on was  
regarding where the submit link goes from the overview tab http:// 
openclipart.org/media/view/media/about - if you click on "Submit Clip  
Art" you go right to the submit form for original art.  I think it  
should link a level higher at http://openclipart.org/media/submit so  
people can read some guidelines first and see the options.


Should this be handled through Bugzilla?  Can someone with access  
make these changes?

Another idea - when looking to submit files to iStockphoto they make  
you take a little test first and pass it.  That's maybe too much for  
here, but maybe new users should get sent to an overview page that  
gives a quick lesson on the how-to's of good file submission.
