Should e-mail notices be off by default?  It seems very easy to  
overlook that link in the account info.  I know a lot of the stuff  
lingering in cleanup has had no response from the librarians.  I  
think it is better to teach people how to fix files correctly for  
submission here rather than rely on librarians to fix them.  But if  
everyone has to opt in to getting e-mails from the reviews then I  
think most of our comments aren't been seen by the submitter.
