[Clipart] redirect to the roadmap

I think the best course to moving Open Clip Art Library forward quicker
is to redirect to the roadmap at every call to arms:

http://openclipart.org/wiki/Roadmap

So, I think good the next time anyone complains or find a problem, to
ask nicely for that person to step up and finish one task towards our
release of 0.19.

Also, I added that we need to close out all critical / blocker bugs on
the tracker before the release:
