[Clipart] Request North Arrow

I have tried to convert that image to svg with inkscape, but since i am 
new to inkscape i havn't had much luck.
I am more familiar with GIMP, which i have found very useful.

Is there a guide somewhere for converting gif/jpg/png to svg?
