[Clipart] another quick task: get cia-bot to send notifies to our chat channel

Heya here is a quick task that would be helpful to keep the light on on
our main chat channel #openclipart on irc.freenode.net

I think good to install and/or get a bot like CIA-BOT to sit in
#openclipart and send commit notifies from ccHost, openclipart CVS,
openfontlibrary SVN and create SVN...

Would someone like to step-up to the plate to install that? John Bintz,
I'm thinking this woudl be a good task to help out...

BTW, I'm trying to free up things on my task list which we need to get
done on the road to doing 0.19 release.

Victor is now back to hacking on ccHost, and diagnosing some of the bugs
with ratings and paging, so I want to get more people involved to help
move us towards 0.19...
