I am sympathetic with your complaint, even I, as a contributor to the 
library, am frustrated by the lack of thumbnails.
At least you can get a list of categories 
(http://openclipart.org/media/tags) and the search is working.

Due to technical matters we were forced to change the infrastructure of 
the website, the new one does not have all the features we need and we 
lack the manpower to implement them.
