[Clipart] Packaging the clipart for Fedora

Yes, it is running:

Unfortunately, the package in Fedora is stuck at or last official 
release (0.18), the maintainer do not like the complete lack of a 
structure in the snapshot (in theory I could try to step up and become 
maintainer but learning to create rpm packages is still on my TODO list).
