[Clipart] resurrecting the clipart browser project

This is cool. On the openclipart.org wiki we have listed different ways
to have this type of online/offline package. It would be great to read
this.

We also adhere to the Create standard which has a standard location for
storage of clipart across platforms:

Regardless, please do keep that clip art browser up to date on your
work...many people are intersted in this work!
