[Clipart] Front page Guidelines link

The guidelines link on the front page still has the old site info.   
This is the like under the text doc image not the one in the left-hand  
side bar.  I see that the link points to an XML file in http://openclipart.org/media/admin/files/manage

I think this should be updated or pointed to the Wiki page.  We don't  
really need two different sets of Guidelines.  And the ones the icon  
points to are out-of-date such as "Please submit only SVG up to 10 MB  
in size."   I'm not very experienced at XML so I wonder if someone  
could help here.
