[Clipart] clip art violations and how to deal with?

I found this clip art a while back (
http://openclipart.org/media/files/PanamaG/8423) which is a nice piece of
clip art, unfortunately it is not Public Domain, have a look at the
description, I left a review saying it does not fit within the guideline's,
but it is still there and was just wondering how to get rid of it / best way
to report it.

I have also noticed a couple of other logos and image files ect creeping in,
and was  wondering how to deal with them
