[Clipart] Inkscape filters

If so we should change the instructions under examples and maybe  
guidelines.  Currently examples doesn't seem like the place one would  
upload pre-made filter effects as it says: "Submit an example such as  
a screenshot or example image of usage of clip art from the project."
