[Clipart] Inkscape filters

Independent of how they're displayed on the site, we should think about
some way to package these with Inkscape.  Now that Inkscape supports an
easy way to add filters, I'd like to see it packaged with some.

How should this work?  Grab every one taged with "inkscape_filter" with
a rating above X before the Inkscape release?

Perhaps this is the place that we should start looking at Package Kit.
