[Clipart] OCAL and search indexes

So, at FOSS Camp this year we had a talk about desktop search.  One of
the things that I pushed when putting my OCAL hat on was to have a
standard way for a package to distribute an index along with it.  That
way updates could be handled easily, plus it means that every user's
desktop session doesn't need to index the same data.

I'm probably not going to have the time to follow this through and make
sure that it meets OCAL's needs.  The place that it is going to
hopefully be discussed is on the XESAM[1] lists (FD.o also).  I would
love it if someone could ensure that everything OCAL needs is in the
spec.
