[Clipart] resurrecting the clipart browser project

I just looked up Qt4 and it has an SVG module, so it may be possible
to use Qt instead of Gecko, which may make development faster overall,
but we will see. I will start out with with some basic examples in Qt
and then recreate them in gecko and see how development goes.
