[Clipart] [Open Clip Art Library] inkscape_filter tag

It seems like I can't add the inkscape_filter tag to my own submissions. I currently have one filter example uploaded (the negative overlay filter), and am creating another. But I can't add the tag to my existing submission, and I tried creating a new submission to test and couldn't add it there either. It just gets stripped out from the tag list. Does this tag need to be requested specifically or do I need to add it another way?
