Threshold for tags is an admin setting - it had been set very low and  
the number of tags displayed seemed like too many to a number of  
people.  So I set the minimum higher so only about a standard page  
worth of tags is displayed.  Currently it is 35 I think.

When you select a tag you get a display of files with that tag.  You  
can hit the plus symbol on the tag words in the column to the right to  
add it to the sort.  You can keep doing this as much as you want as  
long as there is one file with all those tags.  But they are nesting  
dolls - subsets of subsets, not additive.
