[Clipart] Tag system. Possible error or by design?

It's not a bug. There is a treshold, now it is 35; a tag must be used 35
times until it is showed in the tag list.
(It is called "minimum display tags" in "tags" in admin settings, if anyone
wants to change it ;-).
We had this value set to 1, but the Tags page was _huge_ then, and getting
much time to load.
It is getting huge again, by the way. Anyone objecting to raising it to,
let's say, 50?
