The explanation is simpler than you think: old versions of Inkscape (and 
I believe our old site) used to put the resource.org URL and new 
versions of Inkscape write the metadata with the CreativeCommons URL.

No user made the choice and wrote those by hand, it was all about the 
tools and the change was made, I believe, due to the rise in popularity 
of CC.
