[Clipart] Thoughts 'bout translation of main pages

News announcements of course stay in English, 'cause it would took a
long time to translate.
Whole translation is quite impossible, but that is not necessary. But
basic interface, goals of project, methods of contributing to project
— all of this might be translated with little efforts.
