[Clipart] Can't Upload SVG file

After the following Twitter conversation, I thought I'd raise the issue here:

- can we identify which revision of the website caused the upload to break?
- if so, can we just roll the state of the website back to that
revision and get whoever broke it to re-submit?

Having upload broken on a website that relies on user-contributed clip
art is a BIG problem.  Having it broken for over a month, well...
