Inkscape 0.47 provides an Optimized SVG output (in the File>Save As dialog) which could fit your needs in a smarter way than plain-svg. I use it to generate the Inkscape embedded tutorials, and not only the output SVG is cleaner, but it is also smaller (reduced by about 40% with my test case).
Since it is also available as a standalone python script (http://codedread.com/scour/), why not using it as an (automated?) import filter?
