[Clipart] widgets

I widgetized all the sidebars on ocal. done. and cleaned up a bunch of css,
added CC Zero, policies pages, and prepped for our release.

Also added a press page: http://openclipart.org/press and cleaned up the
upload forms: http://openclipart.org/upload
