[Clipart] Open Clip Art .20 Release Announcement and Fixes

HI all,

My name is Brad, and I'm helping with the OCAL .20 release.   
Currently, we are pushing for everyone to go through the site and  
report any issues they have so that we can address them.

We have a rough draft of the announcement available on the wiki at
