[Clipart] Possible problem with download counter

When I tried to file, someone already identified it:
https://bugs.edge.launchpad.net/openclipart/+bug/583183

The comment there is very appropriately:
"This allows a clip arts' uploader to simulate high download rating for his
work."

I don't know why someone would do that, but everything is possible...
