[Clipart] new clip art and comments

Hi Roger
1.) new clipart.
There is already! Click on the "New" word on the Clipart page. The most 
recent uploads are displayed at the top.

2.) comments/ratings
Bassel is doing something. I can't comment since I don't know what he's 
up to. Logic says that those are coming and are in the works, since they 
were a part of the old OCAL, but it's up to Jon/Brad and Bassel.
