If there is a piece that is suspected to be a copyright infringement,
it needs to be removed from public web access ASAP, not after giving
the creator a certain amount of time to fix it. If there's a concern
about its legality, OCAL should not keep distributing the piece while
that concern is being resolved.

If you want to give the submitter a chance to adjust it, then there
should be a "hidden" state in which it is only visible to librarians
and the submitter.
