[Clipart] non-pd clipart detection and messaging

Thanks to Richard Brett we now have non-pd clipart detection and messaging.
This relies on javascript to be active in your browser. When javascript is
turned off or disabled you'll get weird things happening.
(Note to self, Richard and anyone else : I think we'll need to look at
another way to do this so that it degrades gracefully too, but that's for
the future. This is good for now.)
