To Devs : global css

The widget for global css has been disabled for now.
There are some issue with it and caching old css.

All "global" css should go in *widget "main" content field *until further
notice. (This is found on the url list under homepage - for some reason it
doesn't show up in the numbered section of the admin interface.)
